How to Set Up a Hostel Business in Dubai: A Practical Guide

Dubai's tourism industry has expanded beyond just luxury hotels. With backpackers, students, digital nomads and budget tourists increasingly requesting hostels, the hostel market in Dubai is now a legitimate, viable option for hospitality business owners. However, hostels in the Emirate of Dubai are classified as tourist accommodations, and therefore cannot be operated as residential rental units. In order to establish a hostel, you will need to obtain a valid business license, choose an approved property and obtain the appropriate regulatory clearances.

Is it Legal to Open a Hostel in Dubai?

Yes, it is perfectly legal to open a hostel in Dubai, provided that your hostel operates with a appropriate hospitality business license and that it adheres to the tourism, safety and municipal regulations. Hostels that operate without a business license or that are established as residential rental units are considered to be operating in violation of the law.

Mainland Business Licence vs Freezone Business

Licence To establish and operate a hostel business in Dubai, you must have a mainland business licence. Conversely, freezone businesses are not normally permitted to have a physical presence within Dubai. If you establish your business in a freezone and wish to relocate to or establish a presence in the mainland at a later date, you will most likely incur duplicate expenses as well as delays in obtaining the appropriate approvals.

 Approval and Licensing Process

To operate a hostel within Dubai, your business will need to be approved by the Dubai Department of Economy and Tourism and other authorities. The typical steps to obtain an approved hostel business include:

1. Reservation of trade name

2. Receipt of initial approval for hospitality activities

3. Approval from the Dubai tourism authority

4. Clearance from the Dubai Civil Defence for fire and safety

5. Issuance of final business licence

All of the approvals required to operate your hostel business will be connected to the property that you have chosen for your hostel.   Hostels in Dubai have Requirements for Property

Not every building can be utilized as a hostel. Authorities will look at:

-Zoning and permitted land use

- Building classifications

- Access and exits related to safety

- Maximum limit on number of sleeping rooms within a building

Failure to confirm if the building meets the above factors is a very common reason for the failure of the hostel project when committing to the lease prior to confirming that the building meets these requirements.

Layout, Safety, and Inspection Standards for Hostels

Prior to opening, hostels must be inspected by the relevant authorities to ensure that they meet the following standards in regards to:

- Size of Sleeping Rooms, and separation between beds,

- Maximum Capacity (number of guests) of Sleeping Rooms,

- Fire Alarms, Fire Extinguishers and Emergency Exits

- CCTV Coverage in Common Areas

- Hygiene and Cleanliness Standards

Approval will not be granted until all of the above has been demonstrated as compliant with regulations.

Staffing and Visa Requirements; and Compliance with Ongoing Operations

Every hostel must have appointed as follows:

1. The General Manager or Supervisor

2. The Receptionist or Guest Service Agent

3. Housekeeping Support Staff

All staff members holding visas need to be aligned with the Hospitality Operations for which they are working in the UAE

 Tax and Ongoing Compliance

Hostel Business Operations are subject to:

- Re-Newing Licenses

- Tourism-related Fees

- VAT Registration (When meeting Turnover Threshold)

- Corporate tax from Taxable Profit

- Periodic Inspections

When it comes to a hospitality establishment, the authorities will monitor it much more closely than other sectors.

 Common Mistakes to Avoid

- Operating from residential apartments

- Utilising freezone establishment as a way to save on Initial Costs

- Signing lease agreements prior to Receiving Approval

- Exceeding the maximum occupancy limit

- Overlooking Fire and Safety Compliance Issues.

- This is the reason for most hostel businesses facing penalties or closure.

 Summary

The operation of hostels in Dubai is permitted and has potential as a profitable business; however considerable restrictions exist regarding the structure of hostels and the properties allowed for their operation. One of the most frequent large mistakes made by hostel operators in Dubai is only determining what type of structure will work after they have opened for business.

The successful establishment of a hostel business in Dubai will take time and effort, including researching the target market, complying with local laws, designing a comfortable atmosphere for guests, and creating an effective marketing strategy. By following a well-defined business plan, a hostel operator can build a successful operation that serves both budget travellers and those who want to experience authentic Dubai. An operator should also keep abreast of changes to the industry's marketplace and be willing to adjust their operating model to fulfill the changing needs of the travelling public, which will ensure long-term success and growth for their business.
